I beg leave to state to you that&amp;lt;s&amp;gt; M&amp;lt;/s&amp;gt;&amp;lt;sup&amp;gt;r&amp;lt;/sup&amp;gt; A. Coquilard (acting under Mr. Dowling&#039;s Miami removeing contract) has returned from the West, and desires to commence engaging &amp;lt;u&amp;gt;teams&amp;lt;/u&amp;gt; and men to take by land way of the Miamis yet in Ind&amp;lt;sup&amp;gt;a&amp;lt;/sup&amp;gt;  who can be induced to go.&lt;br /&gt;
&lt;br /&gt;
M&amp;lt;sup&amp;gt;r&amp;lt;/sup&amp;gt; Coquilard will provide every thing to make them comfortable on the route, and we hope that we may be indulged in as little &amp;lt;u&amp;gt;expences&amp;lt;/u&amp;gt; as possible, of &amp;lt;u&amp;gt;officers &amp;lt;/u&amp;gt;where but little is left to be finished&lt;br /&gt;

Me&amp;lt;sup&amp;gt;rs&amp;lt;/sup&amp;gt; Coquilard (Mr. C&#039;s wife) who speaks the Pottawatamie language and is a kind &amp;amp; skillful Nurse) will go along, and will have &amp;lt;u&amp;gt;medicines&amp;lt;/u&amp;gt; to give the little Party any attention necessary; and as the route will be through settler country (through Illinois and Missouri) with this, and medical assistance on the route, they will receive all the attention their wants will require.&lt;br /&gt;

As the Miami Emigration contractors are assailed by the notoriously worthless and unprincipled Joseph Sinclair late removing Agent, with a view to prolong his sinecure office and defraud us, we trust and hope that the Hon: Department will not decide against any of our Material rights until the &amp;lt;u&amp;gt;proof&amp;lt;/u&amp;gt; is first submitted and considered.&lt;br /&gt;
&lt;br /&gt;
1st. I have just learned that he has charged, that some 30 of the Waw-we-assee or northern Indians were permitted to their contractors to stay behind.-- We are prepared to prove this to be utterly false and Sinclair knows it is basely false. So far from this, we employed a Mr. French, their trader, who speaks their language and a very respectable man, to go out amongst them and collect them; he did so--and they were all ready to embark, but some runaway Indians came amongst them and persuaded them not to go, and they went off with them and secreted themselves in the woods. We have to pay Mr. French for this service, and can prove as above stated by him.--&lt;br /&gt;

Some time after the Indians had removed, some of them came back and hearing that Mr. French was going West to attend their payment offered to go with him, but I beleive their main object was to attend the&lt;/div&gt;</summary>

Hamilton the former agent and with his advice, refused to have anything to do with them, conceiving as I then did and do that they deserved no favours, when they had violated their treaty by refusing to go, and insulted the Government by their obstinate conduct. We considered that we had done our duty fairly and such as was approved of by Major Jouett, who had charge of the collection &amp;amp; removal of these Indians and we beg leave to refer to him.&lt;br /&gt;
&lt;br /&gt;
We can prove that we hired all the influential men speaking their language to assist to assemble them and further that we agreed to pay the expenses of some 10 or 12 Head men, who owned land in this country, to return and see to their business, if they would assemble their people to be removed.&lt;br /&gt;
&lt;br /&gt;
First we provided at a heavy expenses 15 or 20 horse teams to transport them; but as Major Jouett preferred to take them by water, at his request we employed Canal &amp;amp; Steam boats, and incurred an extra expense of $5000, and sold our teams at a great sacrifice, and incurred a heavy expense in keeping them.&lt;br /&gt;
&lt;br /&gt;
And we are prepared to prove that we spared neither expense or labour to effect the emigration.&lt;br /&gt;

That the chief of said Indians held councils in the spring and summer of 1846, to consider about emigrating West to their new homes, but that said Miami Indians did not commence assembling to emigrate West, until after the arrival of the U.S. troops under the command of Capn Jouett some time ^&amp;lt;sup&amp;gt;in the latter part of September or&amp;lt;/sup&amp;gt;about the first of October AD 1846. I have learnt today at our Bank that they have rec&amp;lt;sup&amp;gt;d&amp;lt;/sup&amp;gt; all of the $35,000 except the $15.000 due Mssrs Peebles &amp;amp; Robinson, and that we are relieved from all embarrassments &amp;amp; loss from the $6000 draft so much feared, and I take pleasure in expressing my thanks to the honourable Indian Department for this prompt justice and protection extended to the rights of the Miami Emigration Contractors, as far as this business has progressed.&lt;br /&gt;
&lt;br /&gt;
As to the 20000$ detained for subsistence I apprehend you are not correctly advised of the total &amp;lt;u&amp;gt;years rations&amp;lt;/u&amp;gt;.  Mr. Coquillard is here and says it will not exceed $5000. The practice of former administrations was to withhold double the estimated cost of the subsistence, this would have been $10,000 but I apprehend your department estimated them as to cost $10,000 and withheld on this guess  double the amt.&lt;br /&gt;

I have the pleasure to say that I have lately heard from Mr. Clymer (the subsistence contractor our former partner) &amp;amp; informs me the Miamis are doing well &amp;amp; generally quite contented. We should like to see the balance of them with their friends West.&lt;/div&gt;</summary>

I beg leave respectfully to file certified copies of his three receipts for the sum of $&amp;lt;u&amp;gt;418&amp;lt;/u&amp;gt;. advanced to him during his service by Alexis Coquillard acting contractor, with the request that this amount may be deducted from the allowance made to Mr. Sinclair.&lt;br /&gt;

Mr. Coquillard was under the impression that it was his duty to furnish this money when demanded by Mr. Sinclair, and that it would facilitate the emigration; and believing, as I do, that if not withheld from his allowance that the money may be lost to the contractors. I solicit that the Honble Department will further extend its carefull and prompt assistance in meting out justice to those who have done the labour and incurred the risk in this business.&lt;br /&gt;

The only accident that has happened ocurred last night on board one of the Canal Boats, two of the Indians were sleeping in the baggage on deck, and in passing under a very low bridge they were considerably, though not at all dangerously hurt.&lt;br /&gt;
&lt;br /&gt;
Several of the creditors of the Indians for debts contracted since the ratification of the Treaty of 1840 are now with the emigrating party. They are going West expecting to make some collections from the Indians at the payment that is expected to take place soon after the arrival of the Indians to their new homes.  These men have assisted us in [looking, locking?] up the Indians &amp;amp; getting them together, and I have promised them that I would ask of you that every facility consistent with the policies of the Government might be afforded them for making their collections. &lt;br /&gt;

	I had the honor to receive on the evening of the 21st your letter of 12th informing me that a Military force had been ordered by the President to aid if necessary in effecting the emigration of the Miami. On the morning of the 22d I proceeded to the residence of the Chief and child a consultation with him on the subject and succeeded in convincing him that his people would now be required to remove.&lt;br /&gt;
&lt;br /&gt;
	A council had been called to be held tomorrow evening and next day morning, at which I shall fully explain to the Indians the view of the Department, and give all necessary allowances of kind treatment &amp;amp;c.&lt;br /&gt;
&lt;br /&gt;
		Capt. Jouett arrived here with his force about three oclock this afternoon and awaited my return which was soon after, and after conversing with me on the subject of the emigration he immediately proceeded to Peru, where he will remain until the result of tomorrow next days council is made known to him. When the emigration will be immediately set on foot in some way.&lt;br /&gt;

The prompt action of the Government in furnishing a force has had a first rate effect upon the Indians, to enable me to bring then into prompt action &amp;amp; convince them that the Government of the United States is not to be trifled with. In a conversation yesterday you mentioned the four thousand dollars to be furnished to the Miamis in pork and flour the 2d year of their residence west of the Mississippi to be taken out of their annuity for that year: enquiring will it be deducted from the amount to be given to those emigrating or from the amount for the whole tribe. At the time that provision was inserted in the treaty of 1840.  The late Chief Richardville gave as a reason that the improvements to be made west would not be sufficient to enable the Miamies to raise corn sufficient for support, that part of the tribe remains under treaty stipulations, had  improvements, were land holders  - that he wanted the the sum of four thousand dollars taken out of the general annuity and laid out in pork and flour to be furnished to that part the tribe moving  west. I am requested by Thomas Dowling Esq of Indiana with whom the Government contracted for the removal of the Indians in that state West of the Mississippi, to state to the department that at the time of the sale of the contract by him to Mr. Peebles that Mr. Peebles knew of the existence of the draft for six thousand dollars which had been previously drawn by Mr. Dowling and accepted by the Secretary of War.&lt;br /&gt;
&lt;br /&gt;
Mr. Dowling has heard with astonishment that Mr. Peebles now denies to the War Dept. that he had knowledge of the &amp;lt;u&amp;gt;existence &amp;lt;/u&amp;gt; of any such draft and insists upon the payment of that amount by the Government to him as an innocent purchaser without notice.&lt;br /&gt;
&lt;br /&gt;
Should the department desire proof of the fact that Mr. Peebles had notice of the existence of the draft, It can be obtained in a verry short period of time. Will you be kind enough to uniform me whether you have determined to pay the draft of Mr. Dowling or the amt. of it to Mr. Peebles.&lt;br /&gt;

The contractors did not suppose that under any circumstances more than $10.000 would be retained, as the cost of the subsisting the Indians for one year will not exceed $3000 or $6000. It is proper that you should retain enough of the money to be paid on the contract, to &amp;lt;s&amp;gt;fulfil&amp;lt;/s&amp;gt; secure its fulfilments.--a large amount cannot be withheld, in justice to the enterprising contractors and other parties concerned. The contractors are under heavy liability incurred in effecting the emigration which $35.000, after deducting the $15.000 to be recd by Mr. Peebles, will not meet.&lt;br /&gt;
&lt;br /&gt;
Under these circumstances, I trust that you will deem it not inconsistent with your duty to the Government to advise the payment of a much larger sum than the one named.&lt;br /&gt;

There seems to be a difference of opinion as to from what source his pay is to be derived--some contend that it is to be refunded by the contractors for removing and subsisting the Miami Indians, whilst others say that it should come from the contingent expences of the Indian department, under the circumstances sir, I take the liberty of applying to you as the surest method of obtaining the information &amp;amp; means required--in order to satisfy the demands of said Leonidas A. Vaughan&lt;br /&gt;

I have been informed that Sub Agent Vaughan has employed a person (his son I believe) at 2. 50/100 pr day to witness the issues of rations to the Miamies by the emigrating contractors: and that an effort is being made to procure the order from you that this persons salary shall be paid by the contractors.&lt;br /&gt;
&lt;br /&gt;
I hold one third of the contract entered into by Dowling with the Government for the Emigration of the Miamies, and although I am so interested I have not joined with my associates in complaining about what has been done, yet I do feel justified in making an effort to avoid the payment of the salary of this commissary or inspector of rations.&lt;br /&gt;
&lt;br /&gt;
Had the contractors felt themselves bound under the contract to pay the expense alluded to, a person every way competent to the discharge of that duty could have been employed at a much less salary as the rations are issued every ten days, should this salary be allowed it would amount to nearly twenty five dollars for each days actual employment, which appears extravagant, wheather it be paid by the contractors or by the Govnerment. I feel disposed to comply cheerfully with every condition of the contract and am sattisfied that no disposition is felt by&lt;/div&gt;</summary>

I beg leave to submit for your consideration the Inclosed Letter of Major W. R. Jouett, in relation to the Removal of the Miami Indians:--&lt;br /&gt;
&lt;br /&gt;
Major Jouetts Letter was solicited to lay before you, and I hope it will satisfy you that none of the Miamies were permitted to remain behind &amp;quot;&amp;lt;u&amp;gt;to gather their crops&amp;lt;/u&amp;gt;&amp;quot; or for any other purpose whatever by that officer, haveing command of the Removal, or by the Contractors, or any other person authorized to give such permission.&lt;br /&gt;
&lt;br /&gt;
It was no doubt an [order?] of Mr. Sinclairs, growing out of the circumstance of the 4 chiefs Ko-assee, Mezequah, White Loon, &amp;amp; Rivarre, who assisted to make the removal, but left their Families behind, saying they would take them West hereafter at their own expence, if they liked the country,--had they been [found? to talk them?], they had the means to bring them back &amp;amp; Lands &amp;amp; Farms on this country to live on.&lt;br /&gt;
&lt;br /&gt;
Mr. Coquillard has started West we hear with all he could get to go and has I presume advised you on the subject.&lt;br /&gt;
