The fact is, all these Indians referred each year to remove except those who merit. all had the offer and by hiding and [ineligible] out of the [ineligible] they could not be compelled to so unless the rest were [ineligible]. These were some 30 on 35 of the Indians who emigrated last fall, returned to Indiana after the the payment would in be justice to [ineligible] of the contractors to remove them west again? In that letter you speak of 30 Miamies who are yet to be emigrated under the contract with Mr Dowling, who were permitted to remain to gather their fall crops with a promise of being removed to their home in the west this season. in relation to the permission spoken of to there 30 Miamies to remain [ineligible] I would say that so far as my knowledge goes there was no such promise ever made by them having charge of the emigration. I was the active agent in gathering them and removing them and I gave them full and due notice last spring not to put in any crops, these could not remain to secure them in the fall. If any such promise was ever made, or any such understanding existed, it was from somewhere unauthorized person. I would also say further that some of the [ineligible] to which you allude did emigrate last fall, as for Ko-as-see, [ineligible] after the payment was made in which they participated.
