Your letter of the 3&amp;lt;sup&amp;gt;d&amp;lt;/sup&amp;gt; ultimo acknowledging the receipt of two letters from me of the 19th &amp;amp; 23d ultimo.&lt;br /&gt;

Your letter of the 6th ultimo informing me that the statement of Mess. Murry and Hart was placed on file in [illeg] office, and&lt;br /&gt;

Your letter of the 16th ultimo directing me to report to and turn over the Miamies to Col. A. L. Vaughan sub agent I shall obey this order with cheerfulness, I feel that I have been nobly sustained by the Department in all the difficulties I have had to encounter in effecting the emigration of the Miamies, and with their various claimants, and it will afford me pleasure to introduce Col Vaughan to them as their future Agent, and to wish him a less troublesome administration of their affairs than I have had.&lt;br /&gt;

I have the honour to inform you that I reached this place yesterday with the Miamis. We found the Ohio River very low, and it was with great difficulty that the Steam Boat was got over the sand bars that are found between Louisville and its junction with the Mississippi. &lt;br /&gt;
&lt;br /&gt;
The Contractors for the emigration find it very difficult to procure a Steam Boat to make the trip to Westport. They will make an effort to engage one during the day at some price. Should they be unsuccessful the trip will be made from this point by Land. &lt;br /&gt;
&lt;br /&gt;
There has two deaths occurred [sic] since I wrote to you on the 14&amp;lt;sup&amp;gt;th&amp;lt;/sup&amp;gt;. the first an infant on the 18th. and the other an aged Indian who had been a long time sick on the 20&amp;lt;sup&amp;gt;th&amp;lt;/sup&amp;gt;. Every attention has been paid to them by the Physician and the Contractors gave them decent burial. affording the Indians an oportunity of performing their peculiar funeral ceremony.&lt;/div&gt;</summary>

Ewing who holds an interest in the contract has protested against his allowing to me my salary &amp;amp; expenses for any longer term of time than from that when the Indians start from here, until they arrive at their country West; Let me ask that in your next letter you will give your decision upon this point. One the 16th of April the Indians were collected by myself &amp;amp; the contractor for the emigration, and the services I have rendered since that time, although until now without effect, should, it seems to me, entitle me to my salary, and an allowance for what I have been compelled to expend. Whatever your decision may be, I shall of course be satisfied with it.&lt;br /&gt;

Please say who I shall deliver the Miamies to when they reach their country? as well as to any thing else that in the opinion of the Department it may be proper for me to do. I have the honour to report that the Miami Emigration is progressing beyond my expectations when I last addressed you on that subject. There will be no necessity of using force, although the presence of the torops has no doubt been the cause of the Indians collecting peaceably and quietly.&lt;br /&gt;
&lt;br /&gt;
We have this day loaded three Canal Boats with Indians and the baggage belonging to them, and will succeed in getting them all on board Boats, and &amp;lt;u&amp;gt;under way&amp;lt;/u&amp;gt; in the course of the day tomorrow. I have not been able to leave this place since I came here, and in consequence have failed to make my quarterly and annual Reports, as I pass through Fort Wayne I will take my papers on board the Boat, and will forward my reports with lists of Indians &amp;amp;c from Cincinnatti.&lt;br /&gt;
&lt;br /&gt;
I am requested by the Indians to ask that the amount to which they are entitled for &amp;lt;sup&amp;gt;the purpose of&amp;lt;/sup&amp;gt; making improvements may be forwarded as early as possible in order to enable them to prepare for the approaching winter. They also wish their annuities paid them as soon as possible after their arrival-the payment to those remaining here, had better be deferred until the chief who goes with the Emigration returns.&lt;br /&gt;

Capt. Jouett has addressed the secretary of War through the Adjutant Genl. stating that an arrangement had been made for the employment (&amp;lt;u&amp;gt;if necessary&amp;lt;/u&amp;gt;) of the Aboit Draggoons (a company of mounted men). And I hope should it be found necessary to call them into service, that the department will be entirely satisfied with the arrangement.&lt;br /&gt;

There was not as general an attendance as we had expected, yet we explained fully to them what was required of them, and what had been agreed upon by their Chiefs--When we had concluded, the answer given by the Indians was that they had selected a chief to do their business for them, and they would be governed by his advice &amp;amp; directions.&lt;br /&gt;

The chief had come to this place, but was too unwell to attend the council. He is better now and &amp;lt;u&amp;gt;appears&amp;lt;/u&amp;gt; to be acting in good faith, yet we may be deceived as there has not yet a single family come on the ground prepared to emigrate. And I am informed that some famlies have left their homes expecting to be able to hide from us. After last addressing you from Fort Wayne I proceeded to the Forks of the Wabash, where I was met by Capt. Jouette, and where we counselled with the Indians until Saturday noon--when the Indians agreed with us that they would remove peaceably &amp;amp; quietly, and that they would go by water.&lt;br /&gt;
&lt;br /&gt;
We arranged with them that they should immediately commence collecting at the camp, which they are now doing, and this day a full explanation will be made to the whole tribe of what was agreed upon at the council &amp;amp; of their situation.&lt;br /&gt;
&lt;br /&gt;
The Indians have promised that they will not listen to the traders, and we have every reason to believe that the emigration will be speedily effected. Yet we cannot tell with certainty what they will do until after the council to day. The Post Master here informs me that a communication reached his office for me which he forewarded to Fort Wayne; on my return there I will obey it, and it is to be regretted that it was not kept here. Allow me to express my thanks to the Department for sustaining me in this emigration by sending a force and furnishing so excellent and experienced an officer as is Capt Jouette.&lt;br /&gt;

I have had the honor to receive your letter of the 7th in relation to the emigration of the Miamis and have called upon the chiefs &amp;amp; head men of the tribe to meet me in council at the forks of the Wabash on Saturday of this week, when I shall urge upon them a compliance with the treaty stipulations with the Government.&lt;br /&gt;
&lt;br /&gt;
Your remarks on the subject of the contract that received the sanction of the President last winter have been and will continue to be of very great service to me and by holding that matter suspended I shall be able to secure the aid of those interested in removing the Indians. If the necessary receipts should be tendered, I hope that matter will not be consummated at present. &lt;br /&gt;

&lt;div&gt;He said the Government had professed very great friendship for them when they had lands to sell, but now they found it otherwise, that the country set apart for them west had been represented to be a good country, but they had been to see in and found it to be a very poor country, and had asked to exchange it for another, but the Government had refused to make the exchange. &lt;br /&gt;
&lt;br /&gt;
The chief having concluded, I answered him as far as was necessary in order to give them a correct opinion of the officers of the Government, and as far as I could do so, to satisfy them that they would bring most unpleasant consequences upon themselves by persisting in the course they were pursuing. I then required them to say at once, and without any qualification, whether they would remove or not, and gave them notice, that I should immediately report their answers to the Department at Washington. The chief replied that they could not remove now, that they had plenty of corn in the ground and could live without their money. &lt;br /&gt;

I certify on my honour that the above  is the substance of my speech to the Miamis, and then answer thereto in council. &lt;br /&gt;

I have just closed my council with the Miamies and hasten to communicate to you the results. &lt;br /&gt;

The council commenced yesterday and was well attended. I carefully explained to the Indians the decision of the Departments of 1st July last on the interrogations submitted by a delegation from the tribe then in Washington City. And it having been represented to them that the President would reverse that decision. I took especial pains to discourage any such expectations by explaining that the decision referred to, was in fact the decision of the President as will as of the War Department, and that from the positive manner in which each decision was stated, there could be no hopes of their obtaining a reconsideration, that this government acted with prudence and decision, and would not be driven from a position that had been deliberately taken.    I then explained to the Indians fully their obligation to remove, and the requirements of the Department in that respect, and called upon them to decide now whether they would submit to the treaty of 1840 and quietly remove without any further delay or not, that in was no longer a question of &amp;lt;u&amp;gt;time&amp;lt;/u&amp;gt;, they must now either commence the emigration in good faith, a refuse to keep their faith with the government;&lt;/div&gt;</summary>

&lt;div&gt;answer the purpose, or if no such force is convenient the men can be raised in Allen County Indiana. &lt;br /&gt;

When it is seen that this Government has decided on compelling the Indians to keep their faith with it, they will remove like so many children, and will hereafter look upon the government with more respect and be better Indians. It would be poor policy now to reward the traders for their villainy, by confirming the fraudulent award of the Arbitrators presented by Dr. Fitch. As if that should be done, the Indians would expect an exchange of country, and permission for ^&amp;lt;sup&amp;gt;an&amp;lt;/sup&amp;gt; additional number to remain in this country, and would yet refuse to remove untill it was done.&lt;br /&gt;
&lt;br /&gt;
The only way to treat this matter as it appears to me, is to either remove the Miamies by force, and at once; or to starve them out.&lt;br /&gt;
&lt;br /&gt;
As the contractors are fully prepared for the emigration, and have been at a very great expense in obtaining the contract and the necessary outfit, it would ^&amp;lt;sup&amp;gt;injure them&amp;lt;/sup&amp;gt; very much if the starving out policy should be adopted. There is plenty of time yet to remove the Indians this season, and I shall keep every thing in a state of preparation untill I receive your directions in this matter.&lt;br /&gt;
&lt;br /&gt;
I leave tomorrow for Fort Wayne. on my arrival there I will forward the certificate of one the Arbitrators to sustain my statement of the 18&amp;lt;sup&amp;gt;th&amp;lt;/sup&amp;gt; relative to the award &amp;amp;c.&lt;br /&gt;

I have the honor to enclose herewith a certified statement of proceedings and result of the council held by me with the Miami Indians yesterday &amp;amp; today. The result has been such as I anticipated in my letter to you of the 18th, and was brought about by the traders in the manner indicated in that letter. &lt;br /&gt;
&lt;br /&gt;
The traders have assured the Indians that the President of the United States had their papers in his hands, And that if they would refuse to remove until their business was arranged, they had an assurance from the President that he would reconsider the whole matter. All this I of course knew to be false. But Mr. [Driver?] who had visited Washington affirmed that the President so promised him and the Indians it appears have believed him. &lt;br /&gt;
&lt;br /&gt;
The answer of the chief is merely a repetition of who slang that has been used here by the traders for who last week, and the insulting language of the chief in speaking of some of the officers of the Government, and of the Government, should not be considered as eminating in the tribe--on the contrary I am well satisfied that a majority of the tribe look upon our government with respect.&lt;br /&gt;
&lt;br /&gt;
I have said to the Indians that I should ask the government to authorise their removal by force, and that it was highly probable that such authority would be given; and I now make the application to the Department for the adoption of such measures as may be considered adequate and proper to secure the emigration of the Miamies - A very small force will be sufficient, a company from some post would&lt;/div&gt;</summary>

Dr. Fitch has not conducted himself in this matter as I had a right to expect, instead of aiding me as it was his duty to do, he has done more to retard the emigration by his enormous pretensions and promises than any other man in the country, indeed from his continued disregard of all obligations to aid in the emigration, and his absences for so long a time after the day set for the commencement of operations induce me to believe that he does not wish to go.&lt;br /&gt;

&lt;div&gt;ill feeling is manifested by some of the tribe towards the chief and he fears to meet them in council. Pish -e- wah one of the Indians who accompanied the chief to Washington threatens to take his life, but a reconcilliation will I think be brought about to day, or else the chief will resign and then I hope to get the emigration under headway as I have the promise of a council tomorrow let the  the results of this days operation be what it may.&lt;br /&gt;
&lt;br /&gt;
All the difficulties I have met with in carrying out the directions of the Department have originated with those who trade with the Indians and live from their means; and if the power of traders to do harm is as great with other tribes, it would in my humble opinion be best for the Government to make arrangements for supplying the actual wants of the Indians, and to prohibit all trade with them. There can be no doubt of the propriety of prohibiting the Chiefs from dealing with their people, for when a Chief becomes interested with those who trade with the nation, it is impossible for an Agent to guard against those swindling operations that are so frequently gone into.&lt;br /&gt;
&lt;br /&gt;
In case Lafountain resigns, when his successor shall be chosen I shall endeavor to prevail on him not to enter into any kind of trade with the nation.&lt;br /&gt;

I am here making every effort in my power to get the Miamies to remove peaceably and quietly. And although the Traders have thrown every obstacle in my way that it has been in their power to do, I yet hope to succeed. The chief is certainly acting in concert with traders, but the residue of the tribe feel disposed to do what is right. On the 10&amp;lt;sup&amp;gt;th&amp;lt;/sup&amp;gt; the principle men of the tribe met here. but as the chief had failed to meet with them as he had agreed to do they did not wish to actd. They have been around here ready to go into council whenever he should come. And this day I am told a number of them have gone to see the chief at his residences; what will he done there I know not, but I presume that unless certain difficulties are reconciled the chief will resign, in either case it will operate favourably.&lt;br /&gt;

One very great differently in the way of emigration has arisen from this; it appears that at the last payment in order to get the Miamies to sign the contract then entered into, some of the claimants promised that they could get for some who were anxious to remain in this country permission to do so, and the chief did not hesitate to pledge himself to a portion of them who signed the contract that this should be accomplished -- the consequence in that a very&lt;/div&gt;</summary>

At the request of the contractor I ask that as soon as action is had on the chief&#039;s application I may be advised of it, as almost every member of the tribe expects some relief or favour to [illegible] from the visit the chief pays you, and they are not willing to do anything untill he returns and they hear the result of his mission -- It would be better for the chief to return as soon as possible, and if he regards his pledge to aid in the emigration he will do so. The interpreter has done very wrong in leaving here at this time. the chief speaks good english and does not need him. I hope you will direct him to return to his duty here.&lt;br /&gt;

The Miami contractor proposes to remove the Weas for fifty dollars a head. I have not been able to get a list of them, but from what I can learn there is something [illeg] of 30 of them. As soon as possible I will give you the list.&lt;br /&gt;

After consulting with each other, their chief answered that they were aware that they would get no more money untill they removed, that they did not expect it, that they were sorry to put off their removal so long contrary to our wishes, but that his people thought they would be unable to collect &amp;amp; sell their property sooner, and besides some of his people were afraid to start so as to reach their new homes in the hottest and most unhealthy season of the year. He replied to the contractor that he wishes him to collect each of their people as were ready, or as were ready now to go to the camp, and to feed them untill they started, and that the tribe would pay him one half the expense, and the Chief again assured us that at the time set they would remove, that he would himself get on his horse and ride amongst his people and see that they [illegible] on the ground, and that he would accompany the emigration west and see his people at their new homes.&lt;br /&gt;

I had previously made known to them my instructions from the Department in relation to their removal. But on this occasion their being in attendance all their principal men I repeated them and required an answer that I could transmit to you. &lt;br /&gt;
&lt;br /&gt;
After I had concluded the conversation the contractor Mr. Coquillard spoke to them of his preparations and readiness to go on with the emigration, and urged them to get in readiness to start without delay. We then withdrew and the Indians held a private conversation. After which we were called in and received the following answer.&lt;br /&gt;
&lt;br /&gt;
They wished me to write to their Great father that they knew that by the Treaty of 1840 they agreed remove to their new homes last fall, that they had been permitted to remain untill the present season for which they were very thankful; that their Great Father had always been very kind to them and that they would always listen to him. That they were willing to remove to their new homes as they had agreed to do. But that many of them had cows horses &amp;amp; other property together and sell it, that they would set themselves about it at once, and by the first of August they would take us by the hand and go to their new homes without giving their Great Father any trouble.&lt;br /&gt;

If the Department should so direct, I have no doubt a satisfactory arrangement could be made with the present contractor to remove them.&lt;br /&gt;

There are some few Potawatomies connected with the Miamies by marriage, it will be impossible to separate such families, if no arrangement is made to remove them it is to be found that those Miamies connected in that manner will refuse to go, the contractor would prefer to remove them at a low rate. [illeg] the embarrasment that will arise in the absence of such a provision, please direct me what to do in such cases.&lt;br /&gt;
&lt;br /&gt;
I enclose a letter I have had the honour to receive from A. Hamilton Esq one of the commissioners who treated with the Miamies in 1840, on the subject of the suply of $4.000 in pork &amp;amp; flour to be furnished to the Miamies in the second year after their emigration.&lt;/div&gt;</summary>

I have the honour to enclose herewith Lists of the families of Richardville, Godfroy, Me shin go me zia &amp;amp; Slocum. &lt;br /&gt;

In the list of the family of Me-shin-go-me-zia you will find some &amp;lt;u&amp;gt;adopted&amp;lt;/u&amp;gt; members--at the earnest request of the chief I placed them in the list, leaving it of course with the Department to direct what should be done with them.&lt;br /&gt;
&lt;br /&gt;
In the list of the Slocum family you will find five names not included in the joint Resolution; I am [advised?] by the person that I employed to make the list of that family that they are members of it--the others are perfect.&lt;br /&gt;

I have not yet been able to make a complete list of that portion of the tribe who are to remove, I shall complete it the first opportunity, the contractor is now about collecting the Indians and when they are assembled I hope to be able to complete the contract.&lt;br /&gt;
