report. in the agreement to submit to this investigation the Indians ask the Department to set apart a portion of their annuities for the payment of the amount found due, and it is stipulated that nothing shall be consummated untill after the emigration is effected. If not inconsistent, I would ask that as soon as this agreement reaches you, an answer may given [sic] that no action could be had on it untill after the emigration is effected. And if an application should be made for a payment here before the removal, I hope it will not be granted, all things are right here now, and if they remain as they are, I do not entertain a doubt about being able to effect this emigration with very little further trouble.
