	As to the 20000$ detained for subsistence I apprehend you are not correctly advised of the total <u>years rations</u>. Mr. Coquillard is here and says it will not exceed $5000. The practice of former administrations was to withhold double the estimated cost of the subsistence, this would have been $10,000 but I apprehend your department estimated them as to cost $10,000 and withheld on this guess double the amt.
